For example in war times, when it may become impossible
to meet statutory time limits, which were legislated when
society was functioning more efficiently, how have courts
reacted, to 'request for condonation of late filing' ?

In new-SouthAfrica where often significantly many traffic
lights are non functional [previously considered major news]
and there are repeated reports of mail-delivery-bags
being found discarded, it's becoming increasingly difficult
to handle correspondence and meet time limits.

Apparently even in civilised societies, I read that they are
stealing the copper cables on railway systems. Is that true?

What happens to the legal system eg. if their's disruption
from a natural catastrophe or civil strife - like current Syria
- I mean for a western legal system?
